    No, although you could set up CSS to hide the toolbar if that’s what you wish to do.

    Yes it is possible, install plugin “plugin organizer” it allows you to setup which plugin enable or disable for desktop and/or mobile and even “per-page/post” base.

    Also, there’s an option in WP Accessibility since version 1.5.4 to hide the toolbar on small screens.
