    Can you share a link to your site, or at least share which theme you are using?
    it’s unlikely that your theme is disabling access to the plugin’s css. Maybe it’s just not using standard wp_header or wp_footer functions?

    Are you using the roll-your-own method, or a shortcode?

    What do you have set in the collapse-o-matic settings page under:
    theme style? (light, dark, none)
    Custom CSS?
    Load Scripts only with Shortcode?
    Script Load Location?
