Stylesheet Linking

Tittle says it all. I can’t get stylesheet to work.
I have no idea what is problem, this is folders and structure: https://prntscr.com/abirmw in style.css i have this https://prntscr.com/abis60
but stylesheet is not working at all. Only way I can manage it to work is by using inline HTML style tag. Any help?
