Backups not working when I'm logged in

That indicates that your WP scheduler doesn’t work – or that your site isn’t being visited. See: https://updraftplus.com/faqs/my-scheduled-backups-and-pressing-backup-now-does-nothing-however-pressing-debug-backup-does-produce-a-backup/

Thank you! That totally answer my question. My site is under development so very few visits a week. Now it makes sense that Scheduled backups only works when Im active developing, hence visiting, my site.
