How to tweak WP without going public?

    First time blogger ??

    I’d be grateful for advice.

    I’ve not downloaded or installed WP yet.

    Is there anyway I can play around and tweak my blog without it going public?

    I’d like to get used to WP first before anyone can see it or it pings anyone.

    Perhaps, there’s a way to hide it or work on it on my pc before uploading to my web host’s server?
