W3 Page rules in vhost file

Why is it not possible to place the page rules in the vhost file instead of the .htaccess? I’ve tried it, but i’m still getting the message that i have to edit the htaccess file and place the page rules above the WordPress directives. For speed purpose i don’t want tu use a .htaccess file so i’ve disabled overwriting the file with htaccess to none
