Uploaded photos thumbnails missing

Most times when an image is uploaded it does not show the thumbnail at all. Instead I get a “missing thumbnail image #32”. Is there a setting I am missing that populates these thumbnails. It seems if I upload a very small .jpg I get the thumbnail but anything more than a meg It is missing.
On the backend when looking at the upload image is says Display File and Upload File is Unavailable in red.
