Menu Custom Link Striping Characters

I’m trying to put a customer link in a menu item to an external site. That site requires the < and > characters embedded in the parameter values of the link, but when the link is saved as a Customer Link on the menu the < and > characters are stripped.

There is no problem with using these characters in links on pages, or embedded in widget text areas, but the characters are consistently stripped on menu custom links.
