Table rate shipping plugin

Any table rate shipping for free which does all the premium features. There was one by erica dion, which was working awesome but the developer stopped giving updates to support the plugin. Now we are abondoned. I see a lot of paid plugins. Is it possible to correct those errors in that plugin ?

If yes can somebody help me what i need to do to correct these errors.
