Filter out all comments

We run a high traffic site that gets a lot of spam comments, We want to filter out all of the tracking related to comments.

Currently I have this filter set up to:

Author or Role: N/A
Context: Comments
Action: Created

This filter set up is missing a lot of comments coming through. Also when I clear the spam folder of comments Stream log has pages of:

Comment delete by Admin

Which is very detailed, but none of this we actually need.

So is there a suggestion I can use to filter out tracking of comments by all users regardless what is done?

What we want is to track staff changes to the site. So if someone made a change to the site we know who what where and when. All staff have a role of editor or above.
