Different states for Billing and Shipping

  • I’ve been trying to set up the checkout page for my website to allow the user to choose any state they want for their billing address, BUT only certain states for shipping.

    The company only ships to certain states, but can bill anywhere.

    Everything I’ve found online for documentation seems to change BOTH shipping AND billing state options from the drop down. Is there any way to change ONLY the shipping?
