    That place is for header image. If header image is not placed from backed, it automatically fetch the site tagline. If you want to remove the text you can add the image from Appearance > Customize > Header Image. If both header image and text is not necessary, you can hide the text using CSS code or remove the code from header.php file.

    You can change it via customizer using Omega custom footer plugin
