woocommerce Flat rate shipping for more than one product

I currently have two shipping flat rate classes. A – 6.50 and B – 10.50. When they order one product of Shipping A they get charged 6.50. Rate B 10.50, but when they order one from rate A and one from rate B in the same order, they get charged both rates for a total of 17.00. i want to set up a flat rate when more than one product is purchased, it will be a flat rate of 10.50 regardless of their initial shipping class. Thank you!
