Unable to properly disable Falcon Engine

We are using WF on a multisite on a rather locked down server. We had turned on Falcon Engine as a test to see what kind of impact it would have. There were some adverse issues and now it seems we cannot properly turn it off.
Because the server is so locked down for security, I had copied the htaccess rules into the htaccess file as instructed. Falcon Engine came on with no problem.
However, when attempting to disable it in Network Admin -> WordFence -> Performance Setup changing the setting to no caching fails. I get the popup notice that reads “Warning: We could not remove the caching code from your .htaccess file. you need to remove this manually yourself. Caching has been disabled on your system.” and I’ve manually removed the added rules from the htaccess file, and then clicked to refresh that screen, but the page still displays the radio button with Falcon Engine on. No matter what I do, it will not reset to the No Performance Improvement setting. I do assume that because the rules are not in the htaccess file, that Falcon Engine is not working, but I’m concerned that since this setting won’t correct itself, there are some issues we might not be aware of.
I’ve deactivated reactivated it. I’ve even gone through the database and manually deleted all the WF tables and rebuilt them by reactivating the plugin. I also tried changing the setting on the options page to delete the data on deactivation, but that setting won’t save for some reason. I do suspect that some of the issues are because of the server lockdown, and unfortunately I can’t speak on that as our server admin is responsible for the server itself. I am going to invite him to keep an eye on this thread, and maybe answer questions you might have about the server.
