how to include custom html contents in email

I have created a custom block of HTML for my form and I would like to include it in the contents of the admin email for verification purposes, but I my custom HTML block is not listed on the Admin Email tab and I can find no way to specify a custom tag so that it would be available for inclusion. Is this possible?
