Where should i go to get software to edit website installed on my computer?

I have been learning code with code academy for a few weeks now and would like to try and create my website from a template to further customize it. I already have a site and i want something similar to code academy setup where i can see what the code i add is doing, and then upload it to my site afterwards. I am not very good with installation and would like to hire someone local. Would best buy do this?
