Will WordPress let me build the site I envision?

I have a background in IT (network admin and database development in MS Access), but I am new to web apps and blogs. I am trying to figure out if WordPress will let me create the site that I envision.

What I want to do is create a web site that has a static home page. The home page would include a menu that links to multiple blog pages. For example, if my site and home page was about Cars, there would be a menu with links to individual blog pages for Ford, Chevy, Honda, etc. I’m pretty sure WordPress will let me do this. Please correct me if I am wrong.

What I haven’t been able to figure out is related to the individual blog pages. I plan to do a weekly update to each blog. Others will not be able to do any posting or commenting on the site. What I want to do though is to allow people to enroll and disenroll themselves on each blog page that interests them. Enrollment on a particular blog page would result in them being sent an email containing new posts. If that’s not possible, I would at least like to send an email alerting them that a new post has been made and provide a link to it. Is there a widget or some other device that will allow me to do this?

Any help would be greatly appreciated. Until I have this issue resolved I can’t move forward.
