HTCACCESS returning 503 error to Google Search Console, but site still live?

Hey all,

Here’s my website: substitutesam.com

I can access the site and navigate completely fine, however ScreamingFrog and Google Search Console are returning 503 server errors. Is this an HTCACCESS issue or something with my provider, Stablehost?
