Suppress email notification on edit?

Th email notifications are probably related to the Activity items that are created when you update or edit a doc. They are throttled, though, so subsequent edits in a short time span by the same user shouldn’t cause duplicate activity items.

If you are looking to code a solution, you can directly manipulate the activity args before BuddyPress Docs creates the item using the filter bp_docs_activity_args.
