Allow visitors to add tags to existing posts

I am looking for blogware to use as an internal company blog. I want everyone in the company to be able to add tags to posts other employees have written, but I want only the administrator and the individual authors of posts to be able to edit the post content itself.
Is there a plug-in that provides this capability for WordPress?
