Creating New Users via a New Signup

Hi! We are creating a registration form, and would like to see if it is possible – or if there is a compatible plugin that would aide in developing this that you are aware of – where when a new “registration” (signup) is made, a user/pass is sent to them to access their record instead of just a private link.
I’ve been looking over this: https://xnau.com/using-participants-database-with-wordpress-users/ but, and I may just be misunderstanding, it seems to only attach the record to an existing user who is signing up under an account that is already created – yes?
