No dropdown of users for "Attribute all content to:"

    When deleting a user, there is no dropdown of users for “Attribute all content to:”.

    If you click “Confirm Deletion” it will then move the content from that user to the trash.

    This happened after the update to 4.3.

    On a test server, I deleted all plugins and themes (accept Twentyfourteen).
    I still could not see the drop down.

    Any insight into this problem would be much appreciated.
