Short links and post summary limit/delimiter?

Guys,
2 questions:1) Anybody know wheter it`s possible to return a short link (like bit.ly) whenever {PERMALINK} is requested?
2) How can I identify/define how long the post summary should be for the {POST_EXCERPT}? Is there a delimiter/marker I can use to set a given number of lines or words?
Any help is very welcome.
