don’t see front page option

Administration > Options > Reading is where it should be at 2.3 (it’s been there since 2.1). What version does it show at the bottom of your Dashboard?

it shows 2.3.1

Do you have any Page created? As in going to Write > Write Page?

You need another one – where your blogs will be displayed, I guess (never tested though this second scenario). It’s worth giving a try.
