failed 429 http request

Hello, I have a failed 429 http requests constantly going through from the plugin that is taking up some of the memory on my server. Here is a screenshot of the failed request: https://i.imgur.com/HJSfvdp.jpg
Do you know what this is or how I could fix it? I have the free version and it is set up to tweet once a day, it works fine. This failed requested starts as soon as I activate the plugin.
