still can’t write new post

Ok, so I wasn’t able to write a new post or new page, or edit a page so I tried to reinstall the wp-admin folder and still zip….
it’s telling me that internet explorer cannot open the website https://www.blog.ibuyamericanmade.com/wp-admin/post-new.php
is this a wordpress error, a DFU error, or a internet explorer issue?
