How to allow wordpress subscribers

Hi
I have noticed when visiting other self-hosted blogs that sometimes a wordpress bar appears at the top with functions such as follow, comment, reader, my site etc. It’s similar to what would appear if you were working on wordpress.com. I assume these appear on self-hosted wordpress blogs. I myself have a self-hosted wordpress blog and was wondering how I could get this ‘bar’ to appear?
