Strange Symbols in Site

Hi, we installed W3C cache and then uninstalled it, the moment we uninstalled it we got an whole bunch of strange symbols appearing on our site. Arrows look lie 8’s, bullets look like o with two dots above them. Has anyone had this problem before and now how to fix it?
