can't seem to get it right

Hello,
I’ve decided to install wordpress to give it a try. I installed it using microsoft’s web PI. It installed with zero problems. But I also wanted to give it a go with Cherry Framework and when I try to install it it always returns “The uploaded file exceeds the upload_max_filesize directive in php.ini.”
My imediate idea was to check the PHP.ini file in wamp and change the filesize but then I remembered I used web PI so I am using IIS express right

As this didn’t work I tried using it with wamp, got the wordpress folder into www wamp folder, and I go through step 1 of configuration, then url changes to step2 and I get a white blank page.
So no luck here also.

How can I fix this?
