redirecting rdf

I did not receive a reply, I guess I could rephrase the question … I notice that if I put the file in the wp-content directory it works fine. I wonder how I can enable a path to the above directories in WP? Why does a newly created directory return a 404?

that rdf file needs read permissions and all the directories leading to it need proper read permissions and exec permissions for the webserver.
