Looking for a way for users to add to a list?

Hey there,
I am looking to make a list like the one that can be found here however, I am a way for a guest user to be able to add their own events to the list, and add extra information should they want to.

It has been decided that if we can’t find a way to do the list, we will go for a forum. But then there’s the question of what forum software is easy to use, highly customizable, and doesn’t need much looking after, as there’s only myself and one other person who would look at it, and we only have about an hour or so a week that we could devote to stuff like moderation.
