That’s difficult to tell you what is going wrong.

It’s possible that your webhost doesn’t read the htaccess file.
Did you empty your cache ?
One of the solution to test a picture correctly is to type its url and then add some query strings at the end.

for example, for: https://yourwebsite.com/wp-content/uploads/image1.jpg
you should try it like this :
https://yourwebsite.com/wp-content/uploads/image1.jpg?1234

Tell me if it changes anything and give me your url.
