Plug-in does not seem to respect the "Free shipping for totals over…" setting

My client wants to enable free shipping for orders past a certain order total. The shipping settings of WP Ecommerce allow for this (Enable Free Shipping Discount), but this plug-in does not seem to pick that up. Am I right?

Also, is this plug-in still in use / development or was it replaced by the Flat Rate option under Shipping?
