How to make my “own” pages?

I want to make a (html) page without using the page-function of wordpress. Is this possible?

So that you can make, for example, something like this:

<?php get_header(); ?>
Own content….
<?php get_sidebar(); ?>
<?php get_footer(); ?>

I tried to put this in test.php in my theme folder and run it in the browser, but it doesn’t work. (I’m not so good with php ?? )

So, is it possible?
