Non-Marketable Email from Gravity Forms to Infusionsoft

We use Gravity Forms to submit contact information and tags Infusionsoft. We use the GF/Inf plugin to do so. Upon form submission all tags and contact information is being sent.
But we keep getting this weird issue show up. Random submissions are marked as “Non-Marketable” in Infusionsoft.
We have the akismet/gravity forms spam tool turned off on the website, so GF should not be deciding anything.
We called Infusionsoft support and they say it has to do with GF determining the address is unmarketable.
Is there any possible way that GF is tagging or adding some kind of indicator to the submissions based on some random criteria? I’m exploring every option here as client is frustrated that a percentage of form submissions are getting this “unmarketable” designation.
Any advice or experience with this would be greatly appreciated.
