500 error with 2.3.7 and Amazon Payments Advanced Gateway 1.3.0

After upgrading woocommerce from 2.2.10 to 2.3.7 I immediately get a 500 error trying to view home page.
Enabling WP_DEBUG, WP_DEBUG_LOG and WP_DEBUG_DISPLAY shows the following error is occurring:
Fatal error: Call to undefined function is_cart() in /home/pico/public_html/wp-content/plugins/woocommerce-gateway-amazon-payments-advanced/amazon-payments-advanced.php on line 216
My theme is woothemes Resort 1.0.0.
