Category management in mutisite of wordpress

  • I have tried many plugins and custom code for product category management in wordpress. I have total 4(four) sites in wordpress.
    1-Site A
    2-Site B
    3-Site C
    4-Site D
    Here Site A is the primary site.There is one issue in product category management. Suppose i add new category with site A. The same category created with Site B. There are duplicate category name there. How to restrict others site B,C,D to create new product category. Only site A have rights to create new product category. I have tried so many plugins also
