Saving the menu times out and displays 404 error

  • Hi,
    I have large nav menu that consists of Product Categories.
    Recently I tried to add/remove/reorder the menu, but notice it times out and display page cant found 404 error.

    I tried adding php.ini file to root folder with php_value max_input_vars 7000 but still getting the error?

    Any thoughts?
