Can't Activate Plugin — Parse error

I’m getting this error when trying to activate:
Parse error: syntax error, unexpected T_STATIC, expecting T_STRING or T_VARIABLE or '$' in /wp-content/plugins/wpcustom-category-image/WPCustomCategoryImage.php on line 29.What can i do to fix it?
