500.0 Error after install

Using the twenty ten theme, I get a 500.0 error, something about fast-cgi, after installing this plug-in. I have tried to install it though both the interface and manually.
Will this work on IIS?

I would really like to get this working as my page takes 3 seconds to load. Thank you.
