Extra Shipping Charge HELP!

We added a group in the addtional fee area in shipping called hazerdous materials in shipping with a fee of 27.50. When we go to checkout the fee does not add in the shipping cost plus hazerdous material anywhere. We do see it the 27.50 when first go to checkout but the 27.50 does not add with the shipping total.
