Making recent comments first

Hi yalls –

I was wondering if it is possible so that when a post’s comments are opened up that the most recent ones are shown, not declining top to bottom in the order they were initially posted as?

Also, is there some way I can make it so that the comments appear on my index page already opened up (and thus eliminate people having to manuall click on comments)? I just want to make my blog as simple as possible for those who never go to blogs to read comments if they don’t know how to open it up.

Thanks for any help, and YES I have tried to search for answers but nothing has appeared to me to fix my issue!

My theme is Twister 1.0 and I just updated to the latest WordPress upgrade software.
