Free shipping still applied although no qualifying product categories in cart .

    Woocommerce 2.3 allows freeshipping with coupon although no qualifying items are in the cart.

    This is causing an issue as we have a promotion that certain items in the cart allow for free shipping if a coupon is used. After WC 2.3 everything allows freeshipping and its costing us customers and money.

    Please fix this.
