Baidu VIP only can submit sitemaps!?

In order to be able to submit a sitemap to Baidu, you have to gain VIP membership which is impossible for foreigners because it requires a CHINESE PHONE NUMBER and a QQ account. Can someone help us foreigners, who do not live in China, on how to become VIP?
