Broken access to network sub-sites- help?

  • I’m helping an association manage their WordPress site, and we’re having major issues with a network of chapter sub-sites managed through the main site. Long time chapter admin users can not upload documents. Even when logged in as super admin, I can not add new sub-site users: when I test this, I consistently get the error message “An error occurred during the activation. Could not create user.” Etc, etc.

    I have never worked with a WordPress network before. I have tried everything I can think of to give them access. What could be going wrong here?
