Corrupt Plug-in, breaks WP 4.1

Hi,
sry to say, but this install wrecked my WP-instance (4.1) entirely. Msg is :
“Fatal error: Call to undefined function is_plugin_active() in /Users/MacBook/sites/wpmembers/wp-content/plugins/pods-toolbar/pods-toolbar.php on line 116”.So be very carefull with that ??
