Redirect issue will not let me get to page 2

I am also having a redirect issue caused by 4.4.1.
In my case I can not get to page 2 (or 3 or 6 etc) of my blog
e.g. https://wmpoweruser.com/page/2/ gives a 301 error and redirects to https://wmpoweruser.com/.
I have already disabled all plugins (no effect) and checked all my caches.
https://wmpoweruser.com/?paged=2 does work, suggesting its the same issue everyone else is having. However my siteurl is already all in lower case.
Does anyone have a solution for my issue?
