Loose Footer Floating in middle of Post

Install a CSS plugin like Jetpack or Custom CSS Manager and add this rule:

#footer {
   position: fixed;
}

Where do I add this rule?

Have not done this before.

I Downloaded Jetpack.

Go to JetPack > Settings and activate Custom CSS. You should then see an entry under Appearance called Edit CSS. Click on the entry and copy & paste the rule into the end of the CSS Stylesheet Editor field.
