Re-positioning Navigation

My site is avhslibrary.org.

I notice that when I am in the customize utility for martable, the navigation menu moves from being next to the site title and tagline to being in a black bar between the site title and the header.

Is there a way to move the menu to this position permanently? I actually like the look.
