Problem Accessing Previous Posts With Latest Versions of WordPress

A problem is occurring on my blogs:

https://globalnewsblog.com/wp/

Since doing one of the last upgrades for my wordpress blogs, I have found that the link to previous entries no longer appears either on the main page of my blog nor in the archives.

It possible to see only the first ten entries for any archive category or the first ten items on the main page.

Is there a fix for this problem which has started appearing in WordPress 2.0 and above upgrades?

I have tried switching templates to see if this fixes the problem, but it does not matter which template is used. It is no longer possible to scroll through previous entries.

I am using version 2.1.3 of WordPress. The problem has occurred with the last several updates.

Strangely, I have one other blog that uses Version 2.1.3 where the problem does not occur and it is still possible to scroll through past entries. The url for the functioning blog that uses the same template as the one that doesn’t function is:
https://globalintel.net/wp/

All of these blogs are part of the same website and hosting account with Bluehost.com and both were installed and upgraded using Fantastico.

If anyone has an answer to this question, please let me know
